Overview
Mr. Papa Amadou SARR is the Executive Director in charge of Partnerships, Mobilization and Communication of the French Development Agency (AFD) Group as of September 2022.
Prior to this new role, M. SARR was Minister, General Delegate for Women and Youth Entrepreneurship, at the Presidency of the Republic of Senegal from 2017 to 2022. Before his appointment as Minister, Papa served as Senior Technical Advisor to the Minister of Economy and Finance as well as General Director for the Financial Sector and Competitiveness at the Ministry of Economy, Finance and Planning of Senegal from April 2015 to October 2017. Prior to his return in Senegal in 2015, Papa worked as Senior Program Officer (SPO) for Africa at the Bill and Melinda Gates Foundation in Seattle, from April 2013 to July 2015.
Earlier in his career, Papa Amadou worked as Advisor for Regional Cooperation for Africa and MENA regions and Research Associate for Africa at the Organization for Economic Co-operation & Development between 2008 and 2013. Papa has also been graduate teaching assistant at the Sorbonne University from 2006 to 2008.
Papa Amadou graduated from Sciences-Po Paris, Sorbonne University and the School for Advanced Studies in the Social Sciences. He also holds a Certificate in Public Financial Management from the Harvard John F. Kennedy School of Government.
