Our activities in the Middle East

Proparco mobilises its capacity to operate in fragile contexts in support of the private sector in the Middle East. In countries weakened by, or emerging from persistent crises, its action aims to safeguard local economies and guarantee access to essential goods and services.
Supporting the private sector in fragile contexts
In the Middle East, Proparco is working in countries facing multiple economic, social, humanitarian and environmental challenges. In collaboration with its partners – particularly the European Union – Proparco finances and helps private sector actors to strengthen the resilience of economic systems, ensure the provision of goods and services to as many people as possible, and support the development of sustainable infrastructure.
In Lebanon, Palestine, Jordan, Yemen and Iraq, its work focuses on supporting the local production fabric through direct or indirect financing of small and medium-sized enterprises (SMEs), job creation, the construction and renovation of key infrastructure and roll-out of digital services.
Proparco's action in the Middle East
The projects supported by Proparco in the Middle East help develop inclusive and resilient economies capable of meeting the needs of local populations.
- Supporting the entrepreneurial ecosystem: through its support for local financial institutions, Proparco enhances the resilience of the entrepreneurial fabric and enables small and medium-sized businesses to develop their activities in economically buoyant, job-creating sectors.
- Safeguarding the digital transition: Proparco finances projects aimed at expanding access to the internet and digital applications to the entire population in order to reduce regional and social inequalities.
Project focus - Orange Jordan improves broadband Internet access and digital skills
In 2024, Proparco granted a US$15 million loan to Orange Jordan to finance a fibre optic network in the suburbs of Amman and four neighbouring governorates. The aim is to reduce geographical and social inequalities by providing broadband access and enhancing digital inclusion in areas that are poorly served by non-mobile telecom networks.
- Financing key infrastructure: Proparco helps its clients with the construction and renovation of infrastructure to ensure the provision of basic goods and services. This infrastructure aims to provide solutions to economic challenges, for example through the renovation of a port or an agri-food complex; to social challenges through projects in the education and health sector; and to environmental challenges by supporting the energy transition.
Project focus - Tiryaki helps bolster food security and diversify the economy
In 2023, Proparco, together with SFI and FMO, helped the agri-food company Sama Al-Manar to develop a new high-tech agri-food complex in the Iraqi port of Umm Qasr. This facility will help strengthen food security, create jobs and diversify the country's economy.
